
HTL’s mission is to prevent urban sprawl in Miami-Dade County, to keep living affordable, preserve natural and agricultural land, protect the region’s surface and groundwater, and advocate for allocating public resources to meet the needs of residents in existing communities. We seek to accomplish these goals through public education and engagement to build support for investments in land preservation, public transit, blue-green infrastructure, affordable housing, and agriculture.
At the intersection of these issues are complex decisions and tradeoffs about what to with Miami-Dade County’s limited land. The strongest policy we have to prudently balance important tradeoffs is to maintain the Urban Development Boundary, or “The Line”.

Smart urban planning balances economic growth and high quality of life with habitat conservation and support for Miami-Dade’s historic farming community. HTL works acording to a set of core principles, the Five Pillars, that strive to balance community needs with protections for critical natural resources and greenspaces.
